AHA is always looking for new Landlords to work with.  Below is some information that may be useful for those considering accepting our vouchers as well as for Landlords we currently work with.

Special Notice to HCV Landlords

January 17, 2025

Dear Landlords:

The Abilene Housing Authority (AHA) would like to notify landlords participating in the Housing Choice Voucher (HCV) Program of the upcoming HUD change in home inspections.  HUD currently utilizes the Housing Quality Standards (HQS) protocol to determine whether AHA will approve a dwelling unit for participation in the HCV Program. As of October 1, 2025, HUD will be switching to a new home inspection protocol called the National Standards for the Physical Inspection of Real Estate for Vouchers (NSPIRE-V).

What does NSPIRE do?

·        The NSPIRE model aims to improve the quality of life for residents by prioritizing health and safety in homes.

·        NSPIRE aligns multiple HUD programs (i.e. Public Housing, Project-Based Section 8 & LIHTC) to a single set of inspection standards.

Given this change in inspection protocol, HUD and AHA feel that it is important to educate landlords who participate in the HCV program on the differences between the two programs.  

We encourage our HCV Program landlords to view HUD's, LIVE, NSPIRE-V webinar on February 26, 2025.

Housing Quality Standards (HQS) Information

"A Good Place to Live" - This document is provided by HUD to inform tenants what a unit must have to be considered eligible for the Housing Choice Voucher (HCV) program.  Everyone who is issued a voucher has a copy of this document.

  • You retain total control. You can collect a security deposit, use your own lease, and screen tenants according to your own suitability criteria.
  • You receive free annual inspections to ensure maximum property upkeep.
  • By participating in the Housing Choice Voucher (Section 8) program, you are helping low-income families obtain housing.

Quarterly Landlord Meetings:

Abilene Housing Authority hosts Quarterly Landlord Meetings for all participating and interested landlords.  At these meetings, program changes, updates, and refreshers will be shared, and there is always time for questions and answers.  Please see the calendar of events for the dates and times of these meetings as well as other events that pertain to our landlord partners.
