What is the MFP Program?

The federal government allotted funds to states through the MFP Demonstration to help shift Medicaid from its historical emphasis on institutional long-term care services to those that encourage more consumer choice. These funds are to be used to establish a system that offers more choices for seniors and persons with disabilities from all age groups, including home and community-based services. The Texas Department of Health and Human Services (HHS) MFP policy allows Texans who are eligible for Medicaid and living in a nursing facility, to relocate back into the community to receive long-term services and support upon meeting program criteria. 

Program Administration

The MFP Demonstration program in Abilene, TX is administered through a collaborative effort between the Texas Department of Health and Human Services and the Abilene Housing Authority (AHA).

HHS determines eligibility to the MFP program and AHA determines eligibility to its programs and provides affordable housing by offering five Public Housing units for the MFP Demonstration.
